Strengthen the capacity of local actors

Secretary of State for National Solidarity, Zahra Youssouf Kayad and his counterpart of the Interior, Hassan Omar Mohamed , opened yesterday at the Sheraton the work of a seminar two weeks training for capacity building of actors local communities.

Decentralization is a good thing. Still need to provide communities with the capacity to meet the needs of the population.

This is the meaning of the two-week seminar whose works were launched yesterday at the Sheraton by the Interior Minister Hassan Omar Mohamed and his colleague from the National Solidarity Zahra Youssouf Kayad .

In addition to the Secretary of State and the Minister of the Interior, these meetings were attended by the Prefect of Djibouti city , Mumin Sheikh Ahmed , the mayor of the capital, Hussein Abdillahi Kayad and the Presidents of the three municipalities of the capital and regional councils.

This training seminar initiated and executed by ADDS with the financial support of the African Development Bank (ADB) and the French Development Agency ( AFD) is part of the capacity building of local actors DEQ .

In a brief speech made ​​on that occasion , the Secretary of State for National Solidarity explained that ” if the programs against poverty are structured to meet the multidimensional aspects of poverty, strengthening the capacity of men and women who must ensure the planning, monitoring and evaluation is necessary. ”

“The local government officials , mayors, prefects , presidents of municipalities are urban managers. They have special responsibilities in the context of the decentralization process in our country , “said Zahra Youssouf Kayad .

For its part, the Interior Minister said that the capacity of community stakeholders was timely ” since some of our men and women who manage these new communities are based and n ‘ not necessarily have the experience necessary. ”

“The urban management, the main theme of this workshop is an issue deserving attention and every moment .

It is not only to manage the technical and infrastructural part of things , we also manage the social, legal or criminal , “said the Minister of Interior.

Before concluding, the Minister urged participants to take advantage of this seminar in order to do useful work in the service of their fellow citizens.
