PDUI 2 and PDUI 2-TER Balbala: Local campaign session in Layabley South-Assamo

As part of the implementation of the PDUI 2 and PDUI 2-TER project in Balbala Layabley and Moustiquaire, financed by the French Development Agency (AFD) and implemented by the Djiboutian Agency for Social Development (ADDS), a local campaign session was held last week in Layabley South (Assamo).

This meeting, organised with the participation of local authorities, technical teams, partners and community representatives, is part of an ongoing process of dialogue and consultation with the beneficiary populations.

On this occasion, the Director of Social Development of ADDS , the Representative of AFD , the President of the Commune of Balbala as well as the social mobilization teams exchanged directly with the inhabitants about the main components of the project: road works, equipment, social connections, socio-economic integration and resettlement procedures.

The discussions also provided an opportunity to present the progress of the work, including the ongoing developments linking Al-Rahma Hospital to BB10, as well as the adjustments made to the project, including the relocation of the future market to ensure compliance with social procedures and avoid any conflict.

Beyond simply providing information, this meeting served as a forum for actively listening to the concerns of the local population, particularly regarding access to basic services and participation in local employment. Concrete solutions were proposed, including strengthening social connections in collaboration with ONEAD and establishing transparent procedures for recruiting local workers.

ADDS and AFD place particular importance on these local meetings, which are a key pillar for project success. They allow us to:

  • Strengthen transparency in the implementation of activities,
  • To promote community engagement and participation,
  • To ensure that the real needs of the population are better taken into account,
  • Strengthening social cohesion around development projects.

The interventions of community leaders, women and elders of the neighborhood demonstrated the progressive appropriation of the project by the beneficiaries and their commitment to supporting its implementation.

ADDS thus reaffirms its commitment to placing people at the center of its actions, through regular and inclusive local communication, guaranteeing sustainable and shared development.

The session was held in a constructive atmosphere and concluded with recommendations aimed at further strengthening awareness, communication and transparency throughout the implementation of the project.

As a reminder, the PDUI 2-TER project aims to sustainably improve the living conditions of residents through the development of urban infrastructure, access to basic services and the promotion of socio-economic integration.
