Decentralization: Competent local elected

As so aptly pointed out last Wednesday at the Sheraton the Minister of Defence, who is temporarily acting as his colleague of the Interior, most regional and local councilors in their first experience of local management. However, the process of decentralization gives them a great responsibility. That is why Mr Hassan Darar Houffaneh highlighted the timeliness of the four-day training initiated by the ADDS and variety of modules provided that fill gaps in learners in the areas of collection and processing household waste, urban water , project management , and management of a community.

Sheraton hosted last Wednesday the closing ceremony of the training capacity for the leaders of the regional councils and municipalities.

The event was attended by the Defence Minister , Hassan Darar Houffaneh , who is temporarily acting as his counterpart of the Interior and the Secretary of State for National Solidarity, Zarah Youssouf Kayad , and Director General of the Djibouti social Development Agency , Mahdi Mohamed Djama .

Over a period of 4 days, the training session within the scope of the project to reduce urban poverty in Djibouti.

Which is executed by the ADDS and funded by the African Development Bank ( ADB). The initiative in question is aimed at strengthening the capacities of local elected officials in the management of local authorities.

As so aptly noted the Minister of Defence, most of the major concerned are their first experience of local management. However, the process of decentralization gives them a great responsibility.

That is why Mr Hassan Darar Houffaneh highlighted the timeliness of this training and variety of modules provided that fill gaps in learners in the areas of collection and treatment of household waste , hydraulic urban , project management , and management of a community.

It was then the turn of the Regional Chair Tadjourah Hassan Hussein , to speak on behalf of his colleagues .

In his capacity as Dean of regional and municipal councilors , he referred to the educational value of this training session.

She answers , he has said, the need of elected municipal and regional develop their knowledge in the fields of their prerogatives. Satisfaction of the prior depends on the success of their mandate is that of action .

In these conditions are met , the regional and local councils will be headed competent elected able to accompany ADDS in the implementation of future projects of local development. Whether in the city or the interior regions .

The view was shared by the political authorities , regional and municipal advisors and trainers. All agreed the renewal of the formative experience to better address new ways of thinking about the upskilling of local elected officials in reducing poverty over the entire national territory.
