Microfinance Commission: Establishment of a permanent technical secretariat

Thirty executives and officials from institutions and public administrations, as well as officials from partner institutions and international organizations took part in the technical meeting of the National Commission for Microfinance. On the menu of the meeting, a rather busy agenda. After a word of welcome from the Governor of the Central Bank of Djibouti, Mr. Ahmed Osman, the head of the Caisse Populaire d’Epargne and Credit, Mr. Abdallah Houmed, Director of the Department of Micro Finance at the ADDS, has makes a broad presentation of the prerogatives of the National Microfinance Commission (CNMF).

It is a platform that brings together microfinance institutions with the aim of making microfinance a real instrument for fighting poverty in the Republic of Djibouti by promoting self-employment and the employment of women and men. young people through access to affordable and effective community credit services. More generally, the CNMF is responsible for designing, implementing, monitoring and evaluating the government’s microfinance policy for populations excluded from the traditional banking system. As such, it must coordinate and harmonize all the interventions of the technical departments of the State and development partners in the field of micro finance, strengthen the social and financial performance of microfinance institutions while strengthening their geographical and socio-professional penetration rate. . Finally, it is responsible for contributing to the creation of an environment conducive to the emergence and development of the microfinance sector.

It must be said that the micro finance system is a tool designed to develop exit strategies for people in precarious situations, by developing programs for a more balanced, sustainable and inclusive growth. And the integration of local microfinance into the global Djiboutian and global financial landscape will be facilitated through a demand for transparency, a permanent search for financial and social performance. The cooperative system is an asset of social cohesion but also it allows to build a better world by privileging the needs of the customers and the interests both social and economic. After the development of the micro finance manager, a broad presentation of the achievements, perspectives and role of each actor in the framework of the national strategy of microfinance was carried out. What to do the pride of the governor of the BCD, Mr. Ahmed Osman Ali who stressed how “the sector of microfinance has evolved since the launch of the first activities of microcredit solidarity, initiated by the NGO Caritas in 2006.” welcomed the structuring of the sector which is nowadays “regulated, composed of institution of Professional Microfinance, legally instituted and operating in the five regions of our territory.”

The grand financier of the country recalled the context and the interest of the CNMF which is the “forum of consultation” timely to “discuss ways and means to promote micro finance” because it constitutes, he said “a great platform for communication and advocacy around this alternative finance. “

Il a conclu en appelant les participants à éclairer et orienter « les actions du gouvernement dans la voie à suivre pour lever davantage les barrières et les contraintes pour favoriser l’essor d’un secteur de la micro finance dynamique, inclusif et sécurisé avec des institutions viables et pérennes ». Des propos partagés par Mme Mouna Osman Aden, Secrétaire d’Etat aux Affaires Sociales qui a souligné le rôle et les missions confiées à la CNMF, comme maitre d’œuvre de la stratégie nationale de la micro finance du gouvernement avec l’appui des partenaires techniques et financiers. La Secrétaire d’Etat a ensuite attiré l’attention sur les freins au développement de la micro finance, comme la faiblesse des fonds propre (le dépôt des épargnants) mais aussi la méconnaissance du grand public des opportunités d’offres du secteur et enfin les couts des crédits qu’elle a qualifié de relativement chers. L’occasion pour elle de donner des indications et des orientations pour lever ces obstacles à travers notamment la professionnalisation des institutions de micro finance, leur innovation et la diversification de leurs offres de produits et services et enfin l’exécution du plan d’action annuel des activités. L’autre recommandation forte qu’elle a faite étant la tenue régulière de réunion des acteurs de la CNMF.
