A word from Mouna Osman Aden-Minister of Social Affairs and Solidarity

“The social policy of the Republic of Djibouti has a vision centered on human capital, implemented through diversified actions and with the synergy of multiple actors”

“Today we are starting the National Social Action Week 2021. A week of reminders of the objectives, achievements and perspectives within the framework of social protection policy in the Republic of Djibouti. Coordinated and steered by the Ministry of Social Affairs, the social policy of the Republic of Djibouti has a vision centered on human capital, implemented through diversified actions and with the synergy of multiple actors.

Today we are starting the National Week of Social Action 2021. A week of reminders of the objectives, achievements and perspectives within the framework of social protection policy in the Republic of Djibouti. Coordinated and steered by the Ministry of Social Affairs, the social policy of the Republic of Djibouti has a vision centered on human capital, implemented through diversified actions and with the synergy of multiple actors. The state has a duty to protect the population against all forms of shock. In this regard, it initiates poverty reduction and resilience building programs adapted to the specificities of the communities. And the health crisis linked to the COVID-19 pandemic has further highlighted the fragility of communities.

It should be remembered that while this social protection is intended for the entire population of Djibouti, it is directed as a priority to the most vulnerable fringe, including refugees, who enjoy the same rights as nationals. The President of the Republic His Excellency Mr. Ismail Omar Guelleh wanted this protection to be “inclusive and leaves no one by the wayside”. Poverty being multifaceted, resilience must also have the same vision in terms of sector and integration. They affect:

– basic infrastructure in the health, education, water and energy sectors,

– capacity building for civil society and community actors,

– the promotion of income-generating activities, in particular for young people and women,

– the monetary solidarity transfer to very vulnerable families.

Achievements have been made, they are exhibited in the stands at the level of the Regional Council. The Djiboutian Social Development Agency is the executing agency for these achievements with the invaluable support of technical and financial partners whom I warmly thank in passing. This population, as well as others in the territory, are totally grateful to you. But the day will not be limited to the presentation of the achievements, it is also the occasion

– To encourage those who have seized the opportunities to get out of poverty: certificates will be given to young people trained in entrepreneurship, CPEC booklets will be given to refugees who create income-generating activities, funds will be given to young people whose activities have been affected by COVID-19 and visits will be made to IGAs supported by ADDS projects

– preserve our fragile environment through the distribution of improved stoves to village households;

– To inaugurate the premises of the UNFD, a structure dear to Djiboutian women through its multiple supports,

– lastly, to prepare the program for a lasting exit from poverty through (des extension of CPEC branches.

The special feature of this 2021 Social Faction Week is to pilot the approach of the Community Led development initiative. Ur, from the villages of Ali Addeh had the merit of being part of a pilot village. This is Gode Dahwoo. Before concluding, I would like to reiterate my thanks (‘all the actors who made possible the success of the event of this symbolic day for the village of Ali Addeh. In particular to the Djiboutian Social Development Agency for its countless and important achievements and my encouragement to continue. It is and remains an important pillar of this social protection policy. I also encourage all the population of Ali Addeh without exclusive to believe in a better future. “
