SESN/ Council of Djibouti city: Complementary policies

Secretary of State for National Solidarity, Zahra Youssouf Kayad met last Sunday the new strong man of the Council of Djibouti city, Hussein Abdillahi Kayad, with the president of the municipality of Balbala Nouho Yusuf Hassan, and that of the town of Ras Dika, Ismail Osman Farah. According to their casual conversation, both parties were able to identify the challenges of urban management of the capital in full extension they must meet together.
Secretary of State for National Solidarity, Zahra Youssouf Kayad, held last Sunday in his cabinet and an information exchange meeting with the new mayor of the capital, Hussein Abdillahi Kayad.
The working session was attended by a round table the president of the municipality of Balbala Nouho Yusuf Hassan, and his counterpart from the town of Ras Dika, Ismail Osman Farah, the CEO of the Djibouti Social Development Agency ( ADDS) Mahdi Mohamed Djama, and technical advisor to the Secretary of State for National Solidarity, Amina Ahmed Warsama.
Speaking first, Zahra Youssouf Kayad welcomed the election of the new leader of the Council of Djibouti city.
She assured the full availability of the institutions under its supervision and hers in the urban management of the capital in full extension.
These words of welcome were delighted his host of the day.
In response, the new elected official of Djibouti city has highlighted the interest that attaches to strengthening the partnership between the NSIS and ADDS one hand, and on the other hand, the mayor of the capital.
It was quite the sense of the meeting last Sunday identified the urban challenges that the three stakeholders should meet together.
In this context, they discussed the first mission of the ministry of national solidarity which is to achieve policy against poverty and the national strategy for social protection is based on four pillars over the period 2013 – 2017.
These include the harmonization of aid management and targeting of beneficiaries, strengthening the coordination, coherence and complementarity of policies and programs or projects, ongoing monitoring and evaluation of actions and their impact on the ground.
Also in the social register, Councillor Amina Ahmed Warsama provided a comprehensive presentation on the food stamp program whose implementation performance lasted from July to September 2012, the construction of stone-cutting and job creation daily and sources of income for the local workforce, the pilot of an empowering students Djibouti higher education, suffering from motor disabilities through the provision of better social support.
A similar show of solidarity inspired integrated actions ADDS for the access of poor communities to basic community infrastructure, products and services of microfinance.
Which went hand in hand with the support provided to development activities at community, local and regional level.
Concrete examples to support the CEO ADDS reported bituminous coating Boulevard 57 and the doors open a community center in Ward 7 with the financial support of the World Bank, the expansion of public lighting on tracks rehabilitated and construction of sanitary works side Balbala.
It is now important to NSIS and the Council of Djibouti for complementary policies on social and urban plans to better reduce the risk of social exclusion of vulnerable sections of the national community
