District 7: ADDS rehabilitates urban roads

The Minister of Economy and Finance, in charge of Industry, Ilyas Moussa Dawaleh, and the Secretary of State for Social Affairs, Mouna Osman Aden, made an immersion on 7 July capital city. The two members of the government traveled on foot to the main traffic arteries of this popular district, which are being rehabilitated. They have seen first-hand the progress of the various renovation works on these tracks. The Djiboutian Social Development Agency (ADDS) is the delegated project owner.

The project is financed by the World Bank (WB) and executed by Hawk. Its implementation gives meaning to the urban poverty reduction program of Djibouti (PREPUD). Which benefits from the financial support of the World Bank.

With a duration of 15 months, the project to rehabilitate roads in Quartier 7 is creating jobs for young people living alongside unemployment. The project is structured around several components. These include road rehabilitation, literacy training for adult women, provision of vocational training for youth excluded from the school system, and improvement of sanitation and garbage collection services. All these activities aim to raise the quality of life of the 5,000 households in this part of the capital.

As part of the PREPUD at Quartier 7, several infrastructures have already been implemented, namely a community development center, a health center and a recreation area.

On the spot, the Minister of the Economy and Finance and the Secretary of State for Social Affairs met with the engineers, technicians, and workers at the worksite conditions of execution of the site. Also, the two personalities did not sulk the pleasure of taking a bath of crowd. The opportunity for Mr Ilyas Moussa Dawaleh and Mrs Mouna Osman Aden to shake hands with the sages, women, and young people who have formulated a series of grievances. These included the rehabilitation of the mosque in the neighborhood.

Responding to her interlocutors, the Secretary of State for Social Affairs stressed that their inspection visit was intended to reassure the population about the smooth running of the work. “We are also here to make neighborhood residents aware of the proper follow-up of the work. This project will create jobs for young people. Since the paving of certain roads will be ensured by the young people of the district. Experts are with us to help them build their capacities so that they can later continue in this area, “she said.

For his part, the Minister of Economy and Finance said that this project was important for all the inhabitants of this neighborhood. “I grew up here and I share the joy of all the inhabitants. I would just like to recall that during the last presidential elections, President Ismaïl Omar Guelleh had made promises, employment, and rehabilitation of the districts of the city. And this project falls within that framework, “he said in substance.

In addition, Mr. Ilyas Moussa Dawaleh urged the residents of Ward 7 to preserve all the public assets made available to them. He also welcomed the full involvement of ADDS officials in the completion of the rehabilitation of the main roads of the district, with a total length of 1,000 meters, within the deadlines.

Under the aegis of the State Secretariat for Social Affairs and in partnership with the other sectoral ministries, ADDS implements programs, projects and sub-projects aimed at improving basic social services such as health , Education, drinking water, youth support and basic sanitation, as well as access to finance and micro-enterprise. The agency encourages beneficiaries to participate in the process of developing and managing the projects implemented. Mandated by the government, the Djiboutian social development agency’s primary mission is to reduce poverty and inequalities between regions.
