Decentralization: Local officials face the challenges of participatory democracy

The State Secretariat for National Solidarity in collaboration with the Ministry of the Interior launched yesterday at the Sheraton training for capacity building of local elected officials and public servants decentralized .

Secretary of State for National Solidarity, Zahra Youssouf Kayad , presided yesterday at the Sheraton the inaugural ceremony of the workshop building the capacity of local officials and agents of decentralized public administrations services.

The event was attended by the Minister of Interior, Mohamed Hassan Omar , the representative of the African Development Bank , Eyeghe Ali , the Director General of the Djibouti Social Development Agency (ADDS ) , Mahdi Mohamed Djama .

Also note the presence of all local elected officials in the capital and regions of the interior in the conference room of the hotel.

The launch of this training is timely for the beneficiaries. For some of these men and women who have recently taken up their duties , have not the necessary experience in the management of local authorities.

Thus, the various thematic program of this training are the collection and treatment of urban household waste , hydropower but also the notion of project owner .

They respond to the concern of the political authorities to enhance the participants’ skills in these areas. The objective of this bias is to promote an integrated and coherant development tailored means available.

Especially since the government launched through ADDS a draft implementation of waste disposal in the interior regions .

These regional waste placed entirely under the supervision of local authorities , treat the problem of waste collection.

As for the government , it will support the construction of landfills and technical basis, the acquisition of technical equipment and the payment of the remuneration of the technical staff for a limited time .

In his speech yesterday at the Sheraton, the Secretary of State for National Solidarity explained that this program includes capacity building of technical modules , the first one is focused on the collection and treatment of waste.

” He asked local authorities to organize the pre waste collection system fee and fund the maintenance and fuel equipment collection and treatment of waste ,” said Zahra Youssouf Kayad .

Its momentum , it stated that ” the implementation and completion of the draft regional waste disposal will local authorities a key role in improving the well -being of the population .”

The ambition sums up the essence of the mandate of local and regional elected representatives.
Seizing the opportunity, Ms. Zahra Youssouf Kayad reiterated the commitment of his ministry and its implementing agency, ADDS , to work together with local authorities for the success of local socio-economic projects and sustainable development.

In conclusion , it announced the forthcoming holding of a seminar on the status of delegated project ADDS with local communities. Collective ownership of the principles of delegated project contracting is likely to consolidate the foundations of a successful partnership between ADDS and local authorities.
