Joint launch of the Monetary Transfer programs known as the Food Coupon and the Social Health Assistance Program (PASS) by the SEAS and the Ministry of Labor. This Sunday, November 13, the Balbalah Women’s Empowerment Center (CASAF) jointly launched the Monetary Transfer programs known as the Food Coupon and the Social Health Assistance Program (PASS) by SEAS and The Ministry of Labor.
The ceremony took place in the presence of the Secretary of State for Social Affairs, Mrs Mouna Osman Aden, the Minister of Labor, responsible for the Reform of the Administration, Mr Hassan Idriss Samrieh, the Minister for Women And the Family, Moumina Houmed Hassan, the mayor of Djibouti city, Mr. Houssein Abdillahi Kayad, the president of the Balbala commune, Mr. Youssouf Nouho Hassan and the director of the National Social Security Fund (CNSS), Ms. Hana Farah Assoweh.
The Money Transfer Program set up by SEAS in collaboration with WFP aims to support fragile and vulnerable urban populations in order to contribute to the improvement of their living conditions. Implemented for the first time in 2012 in experimentation, this project is being renewed for the fifth consecutive year in the Balballa area. Each year the implementation modalities continue to improve in order to have a better involvement of the community. By 2015, new information and communication technology (ICT) is being used to transfer the value of food stamps to beneficiaries, so we are talking about an electronic money transfer project. This project aims to combat the food insecurity of poor and vulnerable households in peri-urban areas as well as the revitalization of the local economy. The number of beneficiaries has increased steadily since the first year, covering almost 3,700 households in 2015. Households identified as poor and eligible for the program receive an electronic monetary transfer of 8,000 FDJ for 3 months. The second program is a social health assistance program (PASS). It allows medical coverage for Djibouti citizens without a source of income as well as those who can afford it. The first entries for PASS registrations will be those selected by the Monetary Transfer program in the Balbala area. Registration operations will thus take place in the social affairs offices of the sub-prefectures of the 4th and 5th arrondissements.
